The Environmental Training Center
The Environmental Training Center delivers operator training for water and wastewater systems as well as professional training across the breadth of environmental issues. The Center is a Pennsylvania Department of Environmental Protection (PA DEP) pre-approved sponsor for water and wastewater operator training. The approval allows the Center to submit training courses to PA DEP under the department's training program, which enables the Center to offer courses that will count toward operator continuing education and precertification experience requirements under the certification regulation.
The Center is located at Penn State Harrisburg in Middletown PA and is an outreach service of the Penn State Harrisburg School of Science, Engineering and Technology. The Center has access to various labs and offices for faculty and staff, but specific to the Center are the pilot treatment plant facility and multimedia classrooms. Courses are delivered at numerous locations throughout the Pennsylvania as well as in the neighboring U.S. EPA Region 2 and 3 states.
The Small System Technology Assistance Center
The Center operates one of the eight regional Small System Technical Assistance Programs (TACNet) in the United States, which work to protect public health and improve small public water system sustainability established by the 1996 Safe Drinking Water Act Amendment. The Small Public Water Systems Technology Assistance Center at Penn State Harrisburg, or SPWSTAC, receives funds through congressional appropriations which are administered by the U.S. Environmental Protection Agency (USEPA) Office of Drinking Water. SPWSTAC provides training and technical assistance to small communities and their water systems serving a population less than 3,300. In addition, SPWSTAC has been funded to conduct research and case studies that apply to the small water treatment and distribution systems.

Key University contributors include the Environmental Engineering program and the Office of Continuing and Distance Education at Penn State Harrisburg. Continuing Education responds to lifelong training and education needs of a diverse and changing community with a range of creative solutions. Continuing Education supports the Center's mission by offering operator training programs onsite. Continuing Education works with professional organization to provide a venue for workshops, conferences, and courses for their members.
